List of the Application Materials for the Work Permit
1. Application form for the Work Permit. The procedure is to fill out an online form from SAFEA → Receive a form automatically generated online→ Stamp the form with the official seal of USTB
2. Credentials of professional qualifications (Category B)
3. Certificate (Diploma) of the highest academic degree (Category A5/A6/B);
4. Health documents
5. Employment contracts or employment certification (Contracts in Chinese along with a letter of appointment, and a letter of recommendation)
6. Photocopies of the first page and the page of personal details in the passport and a photocopy of the valid residence permit
7. In case of a transferring the residence permit to USTB, a cancellation certificate provided by the previous unit for the Foreign Expert Work Permit and proof of the termination of the previous employment.
8. Family members accompanying the applicant is required to submit the following materials: photocopies of the first page and page of personal details of their passports, digital photos, medical reports, the original and the translation of the proof of the relationship to the applicant;
9. Non-criminal record certificate (Category B);
10. Insurance documents and letter of commitment between the three parties aged over 65 years old.
Category A applicants are only required to submit materials numbered 1-8; however, Category B applicants are required to submit materials numbered 1-9.
Application Materials to be Granted Approval from SAFEA
A1-A4 foreign experts are not required to submit any materials on their own for approval. But an accompanying family member shall submit a copy of proof of relations to the applicant for approval.
A5-A6 foreign experts shall submit a copy of the certificate (diploma) of their highest academic degree. And an accompanying family member shall submit proof of relations to the applicant for approval.
Category B foreign experts shall submit a copy of the certificate (diploma) of their highest academic degree, and, in most cases, a non-criminal record certificate. And an accompanying family member shall submit proof of relations to the applicant for approval.
Applying for the Work Permit Notice
1. Form
a. The original documents and the Chinese translations of paper-based materials shall be scanned into electronic documents and uploaded to the online SAFEA system.
b. Non-Chinese documents shall be accompanied with Chinese translations and stamped with the official seal of the school concerned except for passports or international travelling documents.
c. Photocopied or printed paper-based materials should be presented on A4 paper.
d. The processing time is 5 working days for those individuals in Category A while the processing time is 10 working days for those individuals in Category B.

Certificates (diplomas) of Highest Academic Degree |
Certificates (diplomas) of highest academic degree or credentials of professional qualifications are certified by Chinese embassies or consulates in foreign countries/the applicant’s countries, or notary authorities in the applicant’s countries or the education certification agencies of China. |
* Not required for Category A1-A4 applicants. *Certificates acquired in China are not required to be certified. *Original certificates are required when applicants enter China. |

Non-Criminal Record Certificate |
Issued by police or safety departments, courts, notary authorities, etc. in the habitual residence or the country of nationality of applicants, or embassies or consulates of the country of nationality in China. A habitual residence refers to countries or regions where applicants lastly lived for more than a year, except in China. |
*Not required for Category A applicants. *Category B applicants shall submit the certificate and its notary authorization. * Original certificates are required when applicants enter China. |

Health Documents of Applicants |
Applicants shall sign a letter of commitment for a medical examination before entering China. After entering China, they shall receive the examination at the Beijing International Travel Healthcare Center. |

Employment Contract |
Applicants shall at least submit a contract in Chinese with the applicants’ signature and the official seal of their employing entity and this material shall not be altered. The contract shall include the place and details of work, salaries and remuneration, duration and position on the page of signature where the official seal is stamped. |

Passport or International Travel Documents of the Applicants |

Digital Photo of the Applicants |
A clear and recent digital photo of the applicants in full-face (bareheaded, white background and no frame), with the image located at the center, occupying around 2/3 of the photo. |

Relevant Materials for Accompanying Family Members |
The page of personal details of the passport or international travel documents of family members, proof of relationship to the applicants that is marriage certificate of spouse, and birth certificates of children. A letter of commitment for their medical examination of family members over 18 years old as well as digital photos. |

Letter of Commitment between the Three Parties |
Applicants over 65 years old shall submit the letter of commitment signed by three parties (the employing entity, the experts employed and their family members). |

Insurance |
Applicants over 65 years old shall submit their policies of insurance in any form, which covers their stay in China. |

Please note the following:
1. High-end foreign talents shall submit the materials in conformity with the requirements in accordance with the Classification Criteria for Foreigners’ work in China. The applicants shall sign the application form with the official seal of the employing entity and agree to accept further investigations by the relevant authorities.
2. Foreigners reaching the standards of the point-based system for high-end talents shall submit a copy of the certificate (diploma) of highest academic degree, the employment certification, the certification of Chinese language level (HSK, Hànyǔ Shuǐpíng Kǎoshì, translated as the Chinese Proficiency Test), the credentials of professional qualifications and proof of annual pay in China;
3. Applicants having received the Work Permit in the last 3 years do not need to submit the certificate (diploma) of the highest academic degree again. Applicants who apply for the same post, gaining prior approval do not need to submit the credentials of professional qualifications.
4. Applicants should apply for the Work Permit again when their nationality is changed.
5. The term to work in China as applied is normally the same as the term of the employment contract or certification. In any special cases of discrepancy, an explanation is required and the former should not exceed the latter.
Applying for the Work Permit
The First Case
Applying Directly for the Work Permit
The processing time is 5 working days for those individuals in Category A while the processing time is 10 working days for those individuals in Category B. Applicants may apply in China directly for Foreigner’s Work Permit in one of the following circumstances:
(1) Applicants are high-end talents (Category A) who have already entered China with a visa or valid residence permit.
(2) The employing entity where the applicants work changes, but the occupation remains the same, and the residence permit is still valid.
(3) Family members of the applicants working in China have valid visas or residence permits.
(4) Applicants meet the requirements of the authorities.
Documents
Original documents and the Chinese translations of the paper-based materials shall be scanned and uploaded to the SAFEA online system. Non-Chinese documents shall be accompanied with Chinese translations and stamped with the official seal of the school concerned except for passports or international travelling documents. Please note the following:
1. No credentials of professional qualifications are to be submitted if the position applied for remains the same as the applicant has already gone through the process and obtained prior approval.
2. Professional Credentials/Qualifications are required if the profession applied for is a different occupation.
3. According to the laws and regulations of China, applicants who pass the preliminary review by the competent authorities or qualify for the positions required, shall submit approval documents or credentials of professional qualifications issued by the authorities.
4. Applicants should go through the procedures of the initial application for the Work Permit if they do not fall within the first case but they have already applied to enter China.
Applying for Work Permit after obtaining the Work Permit Notice
The Second Case
The processing time is 5 working days for those individuals in Category A while the processing time is 10 working days for those individuals in Category B.

Notes:
1. Applicants shall fill out the Application Form for the Work Permit while adding in any required information in respect to the application.
2. Applicants, who fail to submit the original copies of employment contract or certification, professional credentials/qualifications, non-criminal record certificate, health documents or certificate (diploma) of highest academic degree when applying for the Work Permit Notice, shall do so for examination when applying for the Permit. Paper-based materials are not required of certificates issued in certain cases.
Applying for an Extension of the Work Permit
The original documents and the Chinese translations of paper-based materials shall be scanned into electronic documents and uploaded to the service system. Non-Chinese documents shall be accompanied with Chinese translations and stamped with the official seal of the school concerned except for passports or international travelling documents. Photocopied or printed paper-based materials should be presented on A4 paper. Applying for an extension of the Work Permit takes five days.

If the employing entity is to retain the applicant for the same post or in the same profession, it shall submit an application to the authority between 30 to 90 days before the expiration of the applicant’s Work Permit.

Applying for the Residence Permit

f) Registration form for temporary accommodation

h) A photo taken on the spot (a photo with a size of 3.5*5.3cm of the applicant bareheaded is required if he/she does not come in person);
i) Visa and the application form for the Residence Permit.
Applicants who apply for an extension of the Work Permit shall submit the following:
